You have sent the same RFQ to several manufacturers and received a number of quotations. The prices may sit next to one another in a comparison sheet, but they do not necessarily describe the same product.

 

One factory may interpret 8 inches as the total gusset, while another may treat it as the measurement of each side. One quotation may include two-sided printing, while another prices only one side. If the buyer simply sorts the figures from lowest to highest, the apparently cheapest supplier may be quoting a different configuration.

 

The question of how to choose a plastic bag manufacturer should therefore begin with the quality of its response to your specific RFQ, not with general claims on a supplier’s website.

Confirm that the manufacturer is evaluating the right product

The initial response should demonstrate that the manufacturer has identified the correct bag type, material, dimensions, thickness, printing, packing and quantity. If the RFQ contains several SKUs, each line should retain its product code so that details from one item are not applied to another.

 

Buyers should also examine how a manufacturer handles requirements outside its usual configuration. There are three possible responses:

– Confirm that the requirement can be reviewed as specified
– Mark the item as requiring more information before a conclusion can be reached
– Present an alternative option separately

 

A supplier should not silently change the material, thickness, dimensions or packing to produce a price. An alternative may still be useful, but the buyer must be able to distinguish the quotation based on the original RFQ from the proposed option.

 

Separate confirmed requirements from quotation assumptions

An RFQ may be missing a small detail that directly affects price or manufacturing suitability. Rather than treating every blank field as the buyer’s mistake, a useful response should identify what is complete, what requires clarification and which assumptions are being used temporarily.

For example, the line “printing: two colors, two sides” may still require confirm

ation:

– Does each side use the same artwork or different artwork?
– Do two colors refer to the total design or two colors on each side?
– Does the buyer already have the artwork file and color information?
– Which drawing defines the print position and coverage?

 

Similarly, “2,000 bags per carton” does not indicate whether the bags are divided into inner packs, bundled directly or supplied on rolls. If manufacturers use different packing assumptions, both cost and carton quantity may change.

 

Check that quotations use the same commercial basis

Once the specification has been aligned, the buyer can compare the commercial information. Each quotation should make it possible to identify at least:

 

– The product, RFQ reference and revision used
– The quantity associated with each price
– The quotation unit and currency
– The product-level and transport packing configuration
– The delivery terms and location used as the basis
– Any one-time charges shown separately, where applicable
– Items that are excluded or still awaiting confirmation

 

This does not mean that every supplier must use the same quotation template. The objective is to bring the responses onto a common basis before comparing price, total cost and overall suitability.

For a custom order, the quality of pre-production communication indicates how the parties may manage the specification. Buyers should consider whether the manufacturer asks questions linked to the actual RFQ or sends a generic list that does not address the product.

 

Changes confirmed by email or WhatsApp should be returned to the shared project document. An answer left inside a long message thread can easily be missed when the quotation, artwork or specification is revised.

Distributors often face an additional step because some questions must be reconfirmed with the customer placing the order. Time-zone differences and the number of parties involved can extend the clarification stage. A suitable supplier is not necessarily the one that asks the fewest questions, but one that helps the buyer identify the right questions and maintain clear revision control.

Example: three responses to the same RFQ

Suppose a distributor sends an RFQ for a white HDPE T-shirt bag measuring 18 x 8 x 28 inches, with a thickness of 20 microns, two-color printing on two sides, 2,000 bags per carton and quotation quantities of 500,000 and 1,000,000 bags.

 

Response 2 may not have the lowest unit price. However, the buyer can see what has been understood, what remains open and what must be provided before the quotation can move closer to the intended product. This provides a stronger basis for a shortlist than a price with no stated assumptions.
